Approvals Process

The GKI Revitalisation Plan was declared a Significant Project under Queensland’s State Development and Public Works Organisation Act 1971 in 2009. This declaration required that the project be taken through a detailed and stringent Environmental Impact Statement (EIS) process.

However, in October, 2009, the Minister for Environment, Heritage and The Arts, Mr Peter Garrett determined not to declare the project a ‘controlled action’ and therefore prevented the project from going through the EIS process.

GKI Revitalisation Plan Project Team reviewed the Minsiter's concerns in great detail and prepared a new scaled down plan which addressed these issues.

GKI Revitalisation Plan team submitted a revised referral on the 1st June 2010 to the Australian Government to seek approval from Minister Peter Garrett to declare the project a “controlled action” under the Environmental Protection and Biodiversity Conservation Act.

Minister Garrett subsequently declared the project a controlled action in July 2010, therefore requiring the project to undergo a rigorous Environmental Impact Statement (EIS) process.
